Except the top tier schools the main goal of the colleges and universities is to make money. Most have much lower standards than IRCC for approval and are looking at very basic requirements. The exceptions are masters and PhD programsBut shouldn't that be the responsibility of the college/UNI If one has secured admission then it means that that candidate had the right credentials. I desperately want to change my career but I cant take any other course because VO would reject stating irrelevance. So my plan is that I would change my course once I get my SP, although I will loose money I would at least do something that I want and not just for the sake of getting a degree.
