Hi Guys,

1) How do we know if we are eligible for the Medical - IRCC Exemption.
2) Can we use the old medicals (Done 2 years back) for uploading while submitting the documents for ITA

In-Canada permanent residence applicants
You’re exempt from completing an additional immigration medical exam (IME) if
  • you have applied, or you are applying for permanent residence and
  • you are already residing in Canada and
  • you have completed your immigration medical exam in the last 5 years and
  • an IRCC medical officer found your medical exam as low risk or no risk to public health or public safety
If you’ve already completed an IME and are applying for permanent residence, make sure you provide an IME number (or unique medical identifier number) from your previous medical exam in your application.
Learn more about the temporary public policy, which is in effect until December 28, 2021.

I have seen this but how to I verify Point No. 4 below since I didn't get my results when i did my medical exam 2 years back

That's my point when wrote down the note for you!
They always put the last bullet condition like that so the officers have more confidence to decide. It is basically said it is officer's decision. Then, it is easier to respond to applicants.
If you see that you have no health problem then it should be fine. Otherwise, nobody can "verify" you anything.
Unfortunately, it is Ircc's rules and regulations, it is not math for assurance.

Actually You CAN verify. This is how you do it.
Order GCMS notes for your last application (WP/SP etc) where you provided your medicals. Look at the following parts in notes

1. Medical Coding : M1/M2/M3 should be fine
2. Servillance Coding : S1/S2 (given should complied with servillance) should be okay.
3. You should be assessed for : All (and NOT TR Only)
4. You should be assessed as : Non-EDE
