Guys, I am asking on behalf of my sister, about a refusal and future prospects to get the visa :
Profile :
B.com Graduate ( Delhi University ) - 2021 Jan. ( Recent Graduate )
No work experience
Age - 22

Course Selection : Human resource management ( 1 Year ) - Post Graduate Certificate
Algonquin College ( Ottawa )
Ielts : 7, 6.5, 6.5, 6

In SOP we mentioned this :
"
The field of Human Resource Management is vast. In my Graduation i have studied subjects like Business Organization & Management, Financial Accounting, Business and Industrial Law, Economics, Business Mathematics & Statistics, English, Business English, Financial Management etc which keen my interest in Human Resource Management.
The Human Resource Management program at Algonquin College seems to address this very well with their curriculum. Wherein throughout the program i will be required to work in teams to build human resource project stimulate interviews & negotiations in human resource planning, recruitment & selection, compensation design & administration, training & development, industrial relations, employee relations, health & safety, employment law etc.
Another reason why I am inclined towards exclusively pursuing this course is because I will get to study subjects such as Finance & Accounting, Organizational behavior, Project Management & Employment law. The basics of which I have already studied in my Graduation, however I would like to study about it in detail on a Post Graduate level and my course curriculum also offers a 4 months of unpaid internship, which will give me a great work exposure in international market which I can use as readymade international experience while applying for jobs in India when I return home"
Upon Completion, I will be ready for rewarding career in Human Resource Management. I could easily find job in many profit and non-profit organization such as hi-tech, manufacturing or retail.
I could assume the role of:
● Human Resource Generalist
● Human Resource Coordinator
● Human Resource Business Partner
● Occupational health & safety specialist
● Recruiter
● Training & development specialist
● Labor relations specialist
● Compensation analyst "

Visa lodged 9 June 2021

BVL 9th July
Refusal 20th July : Indicating below reasons :

I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• Your proposed studies are not reasonable in light of: your qualifications, previous studies, mark sheets, academic record, level of establishment and/or your future prospects and plans.

Note - She got a Tourist visa refusal in 2018, which i applied along with my parents, my parents got the visa , but her was refused. ( I am a permanent resident in Canada )

Now, please help me with future plans, what should be done in this case :
She has an offer from Montreal ( Where I live ) - College Name : Avalon college
Program:
ACCOUNTING & FINANCIAL MANAGEMENT
TECHNOLOGY (AEC - LCA.FN)
Duration: 2 year / 4 semesters

Thats one option, I can see.. but this college is not a greatest of college as compared to Algonquin ( but again, we just got refused from Algonquin, so I guess College does not matter , its the course relevancy and SOP which matters at this point, I guess, correct me if I am wrong )

Shall we go ahead with above mentioned course ?

I have applied GCMS notes today..

Please share your opinion.. i really dont understand why did they refused it, as everything fell in place as per me..

What is your BCom degree in? What specialisation?

If I may be brutally honest, there are many red flags with your application, starting from this SOP. It's so badly written that VO can decide to refuse you based on that alone.

Here are the red flags I see:
1. Your choice of program - HRM. Rarely have I come across anyone here who got study permit with HRM course ESPECIALLY at a college. This kind of college program rarely has any substance nor gives any career advancement and VOs know this. Similar programs that fall into this "generic" program group is Supply Chain Management (SCM) and to a smaller extent, Project Management (PM). If you search this groups, you will see most prospective students apply for this mainly because their Agent/Consultants told them to. Most gets rejected at least the first time. That should tell you something

2. In my opinion, it sounds like the person writing it has no ambition or goals. No one goes to Canada and spend so much money just to "study subjects" or to satisfy some piqued interest. As a fresh graduate, what do you aim to achieve? What are your future goals (short, medium and long)? What are your ambitions? How will the program you are applying for help you achieve this dream? All these should be reflected in your study plan and it's not. How do you think a degree in HRM from Canada will help you in India, a country with totally different employment policy and governance structure?

3. Following on point 2: No one really goes to college (especially not expensive colleges in Canada) to study to become a Recruiter, Human Resource Generalist or any of the coined job titles listed above. Be more specific about what you see yourself becoming after you graduate and what competitive edge you'll have above others you'll be competing with in the job market.

Lastly, the SOP reads like a brochure for the programs at Algonquin College - clearly it was just copied off their site or a blog. You didn't even actually say what the field of HRM is about - besides that it is vast, whatever that means. The language and style of writing shows a high level of indecisiveness on the part of the writer. Phrases like "seems to", "could assume" etc do not inspire confidence in the VO that the writer knows what they want to do and why.

What is her GPA in BCom? IELTS seems low for me (6 in writing). A Master will give her more chance to get a visa, As a 1-year certificate add very limited value and does not give her much opportunities. Look just like she is trying to immigrate to Canada through study and does not really care about her future perspective.

Its a general Bachelors in commerce
So, improving on SOP and would taking a 2 years course in accounting and financial management in a college help ? instead of a 1 year course

Seems she just wants to take any course to come to Canada. 1 year or 2 years, doesn't matter if she can't properly articulate why she wants to study the course.

please do not list the subjects you learnt/are going to learn like that. you’re not making a list. you’re trying to convince someone that you’re going to be canada for a legit reason. writing a list like that just makes it seem like you’re trying to make your SOP look like it has more substance than it actually does.

and also, don’t use ampersands (the symbol &).

Her best bet will be Masters Degree. But getting admission with her low GPA can be nightmare from Public Uni... Private ( those for profit ) do not really care and can giver her admission. Now, she will have to go back to the VO and make her case again, one thing will remain unchanged is her past mark sheet, and that was one of the reason for refusal. If she is young, I would recommend she retake IELTS and try immigrate via Economic Stream.

You wrote on your closing statement, "i really dont understand why did they refused it, as everything fell in place as per me". I Hope with other members comments you can understand where the VO was coming from

The fact that you already live in Canada makes it harder for her to get a study permit. Would suggest she get some work experience before reapplying especially given her weaker GPA and IELTS.

Honestly, SOP is very poorly written, it tells me nothing about her. It's the same reason why your resume should not be a copy paste of your job description. If I google her college where she got her BCom and the HRM college, and run a plagiarism software, I will probably get a high overlap. It needs to be more personalized.

Secondly, how have courses in Finance, accounting, math, etc helped her interest in HR? Another reason why there needs to be a personal touch.

Thirdly, what does "readymade international exposure" mean?? Nothing is readymade. It also doesn't tell me how it would benefit in India.

Lastly, your future plan also seems like it has been copy pasted from somewhere. When you are spending that kind of money on a PG degree, you would not want to take the kitchen sink approach! It seems like the degree won't help her because she is willing to take any job that she can get. It definitely needs to be more precise. It's like saying I want to do MBA but am willing to work in Sales, Marketing, Finance, Operations, etc. They all need different skills and have different responsibilities.

Another thing - " I could easily find job in many profit and non-profit organization such as hi-tech, manufacturing or retail." - why would it be easy? Also, why only hi-tech, manufacturing or retail? These aren't organizations - they are industries. The sentence also reads as these being examples of non-profits, which is likely not true.

Conclusion: the SOP is meant to tell the VO YOUR story. The way the SOP reads now, if I apply to that program and submit it with mine, it could apply to me to, so it's not really anyone's personal story!
