For PNP programs, you may not need a certificate. Without a job offer there are only one or two provinces. Saskatchewan, but they have their own scoring system and your education must match your NOC. Your score may be too low. They select only certain NOCs. Alberta, same thing but they select specific NOCs but don't post them.
means there is no hope either to buy lmia or leave this thing i will try to increase score ..

Yes if you know people who did that way then why didn't you opt it since it's the easiest way that you claim.

This "buying the LMIA" route firstly is illegal, cause if someone reports it to IRCC, the applicant, and the employer faces consequences whereas the applicant may even loses PR status leading to deportation, even years later.
This route is facilitated by some immigration lawyers mostly not Canadian lawyers, and with help of some key role staffs working in a company. I know several people who did this and who eventually got tired of the LMIA closed work permit job abuses by the employers, even after paying 75000 - 85000 CAD upfront or working without salary. If any person opting this way should keep in mind that at any point of time if this gets reported this could end up in deportation with 5 years to permanent ban from entering the country. This will be even worse if the applicant applied PR with a spouse and even kids. Because all of them needs to face the consequences because of the applicant.

Most applicants who opt the hard and straight path to permanent residence chooses to live in peace and without fear that they never gets chased by IRCC or federal government in the future. Many folks who could not reach the scores to get picked up by the draws opts to go to study in Canada and later gain some Canadian experience to apply for PR, this seems a hard plan but it gives a peace of mind.

some folks even learns French so they could get extra 50 points even though they are from Asia, eastern Europe or middle east, This is one way to max out your CRS, so there is a chance to get picked up when all program draws or exclusive FST draws resume.

There was a case once reported here by a guy who faced retaliation when he reported the abuse by his employer, his pregnant wife was hit by a car and they somehow reached the PR approval several months ago, but in this case he did not buy the LMIA but an IEC visa holder, so it was legal. I can tell you if you ever read this guy's story you won't ever buy an LMIA. If i find the post i will certainly attach it here.

You, me and @Naturgrl are all strangers here and we shouldn't be advising anyone cause it's their lives , but once in a while we come across such posts where we can't help but respond comprehensively so someone don't lose anything.

your suggestion is harsh truth but in immigration industry it is a common act , specially employer are involves in this ,not outlander but people who had tourist visa go in canada and change there status by lmia , it is unfortunate but this things increase scores and many deserving candidates loose hope ....

dude i know it, your life do whatever you want to. Also be aware of all the consequences as well.
it is unfortunate but this things increase scores, YES scores but never assuring you a peace of mind your whole life.
As a PR holder, even you can report any illegal shit happening there and anyone who took that path can be removed from the country.
If anyone pissed off by you can possibly report you or anyone who bought a LMIA, just saying. For instance if you ever happened to have an enemy in that country in the future then that enemy could just simply report you and that's it.
