Form IMM1294E Question 2c. Request guidance.

Q2c states 'Have you applied previously applied to enter or remain in Canada?
I had an Express Entry profile in 2017 and it expired in 2019. I did not receive any ITA and my details were entered in SINP portal but again no invitation.

Should the answer to this question be Yes or No? Please please help

I would answer yes to that because I intended to enter via EE PR pathway. There's a box down there where you sum this up saying you applied which did not result in any invitation. Not doing so may have more risks (like misrepresentation) than declaring it, which is nothing but a dual intent if you are applying for a study permit now. And dual intent is not viewed negatively so don't worry, just declare it.

So I had answered No initially. I hope it is okay to change answer to Yes and submit webform. I hope this won't be looked at negatively. I have another active webform with my work experience letters which I received a little late.

You should answer NO. Having an Express entry or submitting an EOI for PNP program does not count. You have only applied if you have received an ITA and submitted an e-APR.

Thanks @wonderbly , I may be wrong then @cadbury11 ! I didn't know you have already submitted the form though! You can always ask an imm. consultant just to be double sure because I once read a post by someone like this https://www.canadavisa.com/canada-immigration-discussion-board/threads/study-permit-got-refused-due-to-not-declaring-prior-immigration-application.574619/
I do not believe this person for a second. There's no way their visa was refused because they didn't declare an EE profile. They weren't telling the whole truth in that post.

Could be the case yeah, lots of ways of being "untruthful" in an application, not just 2.c of IMM1294e!
