no, I just asked him this morning he said that he contacted them and the customer service said everything is done and the officer shall finalize the application. so the answer was blurry to me. Does Decision made mean they finished or still under process? I hope somebody does have experience can advise us.

That means decision is made. I called IRCC too and they mentioned I should expect to receive call from them. Not sure when they are going to call but hoping to get within this week or next.
