It is a 100% illegal. You can only have one active EE profile. PNP + EE is only possible if the PNP is paper based.

One cannot qualify and have multiple EE streams.

My friend it is possible and legal, I myself have PNP+EE both online nothing paper based and there are people who have 1 EE PNP file in process and created another file under CEC through EE

I disagree with that still. You cannot have two active Express Entry profiles. If your PNP is not EE based, then it is fine. But having 2 active EE profiles is not allowed. Maybe that makes it more clear.

Buddy I myself have seen people creating 2 profile and both under express entry. I believe initially you can not have 2 profile but yes once after getting ITA 1 of your application in process system allows you to create another profile. I even confirmed this with legalfalcon.

I have confirmed with immigration lawyer as well and its okay to have two profiles.
