just spoke with an ircc agent and she said you do need to get a Canadian PCC since your mom has lived for more than 6 months in Canada.one more link

It's 3 weeks already but CIC still hasn't received my mom's ME results. I remember many people mentioned their ME results were updated two weeks after.
Do you mean you haven't had any update after your 2nd medical exam in December 2020?you should wait for a few weeks, perhaps in the middle of June.
We passed medical in December 2020...nothing new after that. Expect a few more months of waiting after medical pass.
