Once got medical request for dependent. since than nothing. Called ircc, everything passed on 15th april

This status (https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-status.html) has not been shifted forward since the announcement of the new pathway (TR to PR) or Ontario's lockdown.

It is been 4-5 weeks that it shows IRCC finalizing application received between 7-13 June 2020.

My guess:
(1) IRCC's officers were busy with building the policy for the new pathway
(2) Ontario and other province's lockdown
(3) Clearing Q1 and Q2 applications, there are so many applications before June 7, 2020
