Your brother doesn't qualify for the PGWP extension. Neither does your friend with the Feb 2022 expiry date. Both of them still have valid PGWPs, so they don't meet the first condition. In the case of my brother, he doesn't have 1-year of experience in NOC 0, A, B therefore not eligible under EE. He told me exactly what my friend is going to do. His choice are:
1. Apply under Canadian international graduates (new pathway to permanent residency). I don't think he will make it due to his IELTS test on July
2. Apply for the PGWP extension

Its not about reaching to common consensus, its about clarity on the new public policy. He is not eligible given that he holds valid permit expiry in 2022. Deadline for the new Policy is July 27, 2021. Lack 1 year experience doesnt disqualify him in EE, but he will most likely lose points under In-Canada work experience. Your friend assertion is not correct. Your brother ( if its your brother and not you) needs to check his points under CRS and take IELTS test.
