I think the 2020 EE-PNP category should not expect PPR before 2022. They are currently not processing PNP files on full capacity. I have given up my PNP and applied through other category... Funny express entry and the government.

The reason is in 2020, they prioritized family reunion, which is paper application processed in Sydney, so they slowed down PNP. Take a look at the family sponsorship tracker and you will find their application goes super fast now (within a few months). And they'll keep doing that in 2021. Look at the IRCC news letter and you'll find they are prioritizing care givers-which are also processed in Sydney. Probably the EE-PNP would take around 15-24 months to complete. The funny fact is when they are prioritizing paper applications, the paper PNP is also very fast now-people get it within 11-12 months.
THE THING THAT HURTS THE MOST IS WHEN WE QUALIFY THE REQUIREMENTS THAT WERE HARD TO ATTAIN, AND WE ARE THROWN IN BACKLOG . AND PEOPLE WITH MUCH LESS REQUIREMENTS ARE PUT ON PRIORTY. THEY DONT VALUE HARD WORK. THEIR NEGLECTION IS TO OUR FILES IS ANNOYING. STUCK IN BACKGROUND CHECK. WHEN EVERYTHING IS CHECKED TILL BIOMETRICS, WHY DONT THEY JUST FINISH WITH BACKGROUND CHECK. I DONT THINK THAT TAKES MUCH TIME TO DO WHEN THEY HAVE FINGERPRINTS, AND OUR EVERY RECORD IS IN THE DATABASE. THEY SHOULD ALOT SOME OFFICERS TO COMPLETE BACKGROUND CHECK. AND FINIALIZE THE 2020 FILES WHICH ARE ALREADY PROCESSED UPTO BACKGROUND THING.
It's sort of reasonable for IRCC to halt the EE-PNP. Since most of EE-PNP is outland application. Even if you get approved, the border is not open and your document would be expired then IRCC need to re-evaluate. If EE-PNP is halted, then they only need to touch the file later and only once. And you are responsible to keep your medical valid, etc. I would do the same if I'm IRCC.
CEC are mostly inland, so they can do it quickly and give them status. To those Inland-PNP, you may think you are inland and should be prioritized. However, IRCC won't care a few cases (there are around a few thousand cases under CB01126 according to the correspondence with IRCC). It doesn't matter you are happy or not since the people under CB01126 is totally negligible since it is only a small batch. What they want to do is to ensure the majority are happy.

To clarify, I'm EEPNP-inland under CB01126. I gave up PNP and reapplied. Can't take that any more. I got a chance to reach out to IRCC and now I know the backlog under CB01126 is big (a few thousand pending before Sept AOR as of Mar 2021, that number is doubled than the information I read from the post in 2019). They did not tell me the speed of CB01126 though I asked and they said they have different priority for each month.
Limited capacity, prioritized other streams, and doubled backlog, I would say it would be lucky to get it by the end of this year.
So I wrote a CSE to cancel my file and re-do the application through CEC, can't describe how frustrated I am...

That's good news that you have been assigned to another agent other than CB01126. I wrote 3-5 emails to IRCC to seek whether I have any chance to be assigned to another agent but the answer is no. Good for you.
What I understand is that the PNP applicants need to be full-time all the time to meet the requirements until they get COPR, while CEC applicant can withdraw job after they have AOR. That's the difference. The government hold PNP applications so that applicants need to work, not able to apply CERB, and pay taxes.
