Hi, I got Canada PR in May 2019 and it is valid until May 2024. I am still in US and planning to move to Canada this year or early next year. But if I am unable to live in Canada for 2 years before my PR expires, how can I apply to renew my PR with an exception reason? e.g. My move to Canada could be delayed due to ongoing pandemic - Covid. If I give this as a reason, can I get my PR renewed?
Is a way to renew PR without completing 2 out of 5 years in Canada?

You cannot. But you can stay in Canada and wait till you meetin RO (2 out of 5 years) and then apply to renew your PR card.
You do not really need a PR card inside Canada (except a few things for the initial stage you re-establish in Canada) but you do need one to travel back to Canada.
BTW your PR card expires in May 2024 not your PR. Your RO counts from your landing date (not related to the date on your PR card)

Thank you for your quick response. So if I come to Canada, lets say in May 2023 i.e. one year before my PR card expires, I can still live there until May 2025 and can apply for renewal? In that case, would I be living there in illegal status for 1 year?
no. you are still a PR without a valid PR card.
btw you risk being reported by CBSA if you don't meet your RO (or could not have been meeting yours if you entered too late) when you enter into Canada.
So I am assuming that you mean you are entering 4 years after you initially landed in Canada.... That implied that you do not meet RO (2 out of 5 years from landing). There is risk of being reported but I do not know how high is the risk.
btw you should mention your PR landing date... I don't believe it's May 2019 if your PR card's expiry date is May 2024. (people do not get their cards right away after their landing)
Would add that if you aren't compliant with your RO you can't sponsor anyone and you would risk losing your status every time you leave Canada. So if you think you will have to go on any business trips, want to go on vacation out of Canada or visit family out of Canada it is a very bad idea to not be compliant with your RO. If you don't get reported entering Canada (which could lead to you losing your PR) you are stuck in Canada for over 2 years straight. You need to be back by April 2022 but you should leave buffer time to be able to leave Canada.
Forget about it, there are no exemptions to your PR obligations. You even got it long before the pandemic hit, you won't be lucky.
If after 3 years of becoming a PERMANENT resident, you haven't actually made the move then don't expect to get any exemptions.
If you really want to stay here and meet your PR obligations, make sure you travel to Canada by may 2022. You will then have to stay in Canada for 2 years straight.
You are still a permanent resident unless you voluntarily renounce it. However, if you come back and you will not be able to meet your RO a formal assessment may be requested and then you could be stripped of your PR status for failing to meet these obligations. It would be a gamble.
Not being able to renew your PR card would mean you couldn't travel, you might be unable to get your provincial health insurance, etc.
