Before you request GCMS notes, use the options available to you.

Webform: See https://bit.ly/39VkEMq

Call IRCC call centre and specifically ask for your eligibility, criminality and security.

This will give you a good idea on where your application currently is. Based on this, if your eligibility has started, you can consider requesting GCMS notes.

To read on GCMS notes, see https://www.canadavisa.com/canada-immigration-discussion-board/threads/all-about-gcms-how-to-order-read-general-questions-answered.482200/

When to order GCMS notes?

The GCMS refer to the programmed called Global Case Management System (GCMS) used by IRCC that holds the entire processing record of your application, including the the notes pertaining to eligibility by an officer evaluating your file.

All applications go through the following stages:

R10
Medicals
Criminality
Eligibility
Security

R10 or the completeness check is the first stage of the processing, wherein it is verified that your application is complete and all documents are submitted. Filing a complete application is the responsibility of the application, and if a document is missing, a reason and an exemption request should be filed.

If an application is incomplete, it will be rejected. R10 usually happens within 30-45 days of filing your application, around the time when medicals are passed. The exact date will be available in your GCMS notes.

There is no point requesting GCMS notes at this stage, since if your application is incomplete, it will be rejected anyway, and for the medicals, the MyCIC account does inform you of when your meds are passed.

GCMS notes become important only for the eligibility stage, which does not start until 3-4 months. Eligibility takes place in 2 stages. First a case assistant or an analyst will review and make a recommendation. This is then reviewed by an officer who makes the final decision on the eligibility. Since each document you submitted has to be reviewed twice, this is the most time consuming stage.

Only for this stage are the GCMS notes relevant.

While GCMS is a great tool, use it sparingly and only after 3-4 months have expired.

ThankYou once again @legalfalcon for all this info. I got a request for second medical exam on the second week of March. When I enquired with the hospital they said since my current ones were expiring in June CIC gave a green signal for the second Medical test. Now This was also reflected as PASSED in MyCIC account. So was just curious to know where I am standing as a CEC Outland AOR Aug 13 2020., considering all inland applicants with Aug AOR are stating to recieve COPR.
Thanks for your message. I will first raise a webform as @caipsnotes suggested and then apply for GCMS notes as you suggested to use it sparingly.

Hi @legalfalcon I am an outland applicant currently residing in India, I have a valid closed work permit from my company and my company has requested me to go back to Canada for my work. Am I allowed to travel on closed work permit {still valid} while am awaiting for my COPR ?. My application details can be seen in signature
You can leave the country anytime. To return back to Canada, you will need a valid visa.

Also, if you move to another country, you should also update the change of your country of residence with IRCC.

Thanks a lot for this insight @caipsnotes . I will raise a webform first asking for info. How much time in general is a webform requesting for application status is replied ?
You are welcome. These days it can take a bit longer 2-3 weeks to get a response back. All the best with the next steps.

Any Cec Outland applicants who got approved in their portal?
I'm afraid not. I'm a little confused about how IRCC is going to manage those of us who are already approved. With the third lockdown in Ontario, it seems like it's still far away for us to actually make it back to Canada, but on the other hand IRCC seems to start up again since they will no longer extend due dates for documents for those whose profiles are still being processed. So I don't know whether to take it as good news or bad. I'm not even excited the way I was when I first submitted my profile, especially with the long waits and how the border is closed for the vast number of us.

@PlUrb Did you get an update in your profile ? Or did you get to know about your approval through GCMS/Call ?

I guess... as long as we get an update about the final approval.. it should be fine as things will run their own course due to this pandemic as it is not only dependednt on mere immigration or people moving in and out of country but also bound by political and health and safety implications.

It would be great if IRCC gives us a final decision and let us know that PPR will be given later. Then Outland applicants can prepare for the long haul with their jobs/money plans etc. I'm not undermining family class and dependents who're supposed to meet their family back in Canada. I'm sure they're prioritizing these applications first. Just sharing my thoughts.

I got the update first over the phone with an agent and then a few days later I got my GCMS notes since I had ordered them since February.
The approval date was March 3 and on the 16th of march was when I got my GCMS notes where I noticed I had the COPR number.
