That is not a very strong basis for H&C. If not most people from a poor country could get PR via H&C. Would suggest working with a lawyer if you aren’t currently working with one. How long have you been in Canada? Did you apply for H&C right away?

That is a tough way to get approval but there have been cases who have been approved. As previously stated if anyone arriving from a poor country could get PR via H&C based on their own hardship there would be many more people applying instead of qualifying under economic programs.

I mention to that person that they won't get a notification that the application is in process but they have to check regularly to see that it changed to "In Process"
