Hey Everyone ,

Hope all are doing good.

I am an Indian resident I have secured admission for my Masters in Civil Engineering in University of British Columbia for Fall intake of this year(Sep 2021). I had applied for my Study Permit in the month of Jan 2021. However day before yesterday I got my Refusal letter for my study Permit application and I am literally devastated

My Refusal letter from IRCC stated below Points.

I have determined that your application does not meet
the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and
Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.

• Your proposed studies are not reasonable in light of one or more of: your qualifications,
previous studies, missing marksheets, academic record, level of establishment/available financial
resources, language abilities, or your future prospects and plans.

My credentials are as follows.

Graduated in 2016. Bachelor's Civil Engineering with a GPA OF 9.21/10.
IELTS Overall Band score of 7.5 , Listeing-8.0, Reading -7.5, Writing-6.0, Speaking-7.5 - I had took IELTS in 2018.
Have an overall work experience of 4 years. Out of which 2 years are in Middle east(Bahrain). I have attached the immigration details of my middle east stay along with my Passport details in the study permit application.
In my SOP/LOE I have mentioned that I would return to India once my Studies are completed and have specified that getting a Masters degree from UBC would elevate me to greater opportunities in India.

In my Financial Statement I have shown an educational Loan of around 25 Lakh rupees( 44,920 CAD). Along with it I have already opened an GIC account in CIBC in which I have deposited around 10,650 CAD to cover my living expenses. And also I have shown my Bank statement of 4 months in which I have bank balance of CAD 15,090 CAD, which is more than the Tuition fee of 14,800 CAD for my 2 term.

However I had applied for my study permit on my own and hence I feel like I had not documented the documents properly, as where I had not submitted my Marksheets , transcript, pay slips of my company along with my past work experience certificate to validate my credentials. (P.S. which in hindsight I should have done and now make me look like an imbecile)

So I wanted to ask the respected People on this forum as to what are the chances of getting my study permit second time around? and what should I do apart from missing documentation to improve my case further so that I can get the study permit in time?

A reply to this question would be really helpful

(P.S. Since the Tuition fee for the first term would get updated in my student portal in the month of June , I was not able to pay the fee now, hence I have applied in Non-SDS Stream)

Where have you applied from ? Are you still working in Bahrain & applied from there ? Which VO did you received the rejection from ?

In terms of IELTS, You mentioned you appeared in 2018. By that, your scores are already expired when you applied. It is valid only for 2 years?

Did you provide a detailed SOP on what are your plans after you finish studying and also what do you wish to achieve by undertaking Masters? Did you explain how you are going to pay back the loan considering you are only allowed to work part time while studying ? What is your total fees ? Does it cover the cost including your loan and the cash in hand you have ? What assets have you shown in India along with ties that compel you to return to your home country ?

I have applied from India. I am not working presently in Bahrain . As far as the rejection letter. I guess I have received it from New Delhi.

And for IELTS , you are right the scores are valid for 2 years and I had took IELTS in July 2018 and i Guess it got expired on July 2020. So that means I need to retake IELTS again to submit my application?

As explained earlier in my SOP I have mentioned that after my completion I would return to India as where I have mentioned the fact that since I am from design Engineering domain , getting an Master degree in Civil Engineering would hone my skillset required in design domain further, which would help me in landing a job with pretty big players in the construction market.

The Total fee as mentioned in my offer letter is 21,056CAD and my education loan covers it pretty much along with my living expenses.
Education Loan : 44,920 CAD
GIC :10,650

However I have not specified how I will repay the loan in my SOP. I have already applied for an Part time Advisor Profile in UBC and awaiting its result. Along with it I have applied for an TA position for Fall term. Can I include this in my SOP ?

Also Unfortunately I don't have any assets in my name in India. But I can say I would return to India since I am the eldest son and I need to take responsibility of looking after my family. does that satisfy the ties related issue ?

Hi you should include chartered accountant net worth certificate as it would strengthen your ties to your home country.

Why would the visa officer believe you will return to India? What proof do you have? Saying "I would return to India" won't help.

Your English test scores are poor

A loan is not considered proof of financial support. A loan indicates you don't have enough money.

15,090 CAD is not enough funds to support yourself in Canada.

Ok, firstly, apply for GCMS notes if you have not done so already. This will help you get details on the comments of VO.

IELTS - Although not a requirement for NON-SDS, it is strongly suggested you appear for one

Fees - I see you have also not paid any tuition fees, again not mandatory for NON-SDS but paying at least one year of fees makes your profile stronger along with GIC (which you already have)

Home Ties - Honestly, parents are not considered ties by Canadian VO. Only your immediate family your wife or kids would be considered. Having assets is not mandatory however you need to have a story line to state all the reasons why you would go back home. Do you still live in your parents house ?If yes, you can explain that even after marriage you intend to stay as a nuclear family as per the traditions, etc.

Overall, try to give examples or statistics on the job market you have in India and specifically in the place you reside. You can take screen-prints of job offers where it mentions priority to masters or eligibility is Masters, etc.

I would try to get the GCMS Notes for better understanding.

Yes I have decided to take up an IELTS Test sooner and hopefully would get better pointer than previous time.

However the Catch is for the Fee Payment. I spoke with one of my University Representative regarding this issue. However they stated that Fee payment can only be processed once I register in Courses, which would open in the Month of May. By that time if I apply for Study Permit , I feel it would be too late ,especially considering the delay in processing of applications . That's why I want to apply through Non- SDS category . Could I escalate this issue in my SOP as to why I have not paid my fee?

Regarding the home ties and Job prospects I would try to inculcate the Pointers and Advices you have provided.

I have mentioned briefly in my SOP that I would return to India Because I would like to Pursue the Higher role in design domain, since it requires an Masters Qualification also I have stated that the Masters Program from UBC Aligns perfectly with the job requisites.

However as mentioned by other Forum Members I would try to include lines to interconnect my Home ties further and would elaborate on it.

Is Overall band score of 7.5 less?. Then I would try to get more than that this time around.

I guess you mistook my sentences . What I meant is the 15,090 CAD is not the educational Loan , but its my saving account balance in my Bank. which I have shown along with the Educational loan which is separately 44,920CAD.

Your education background is poor, so it is hard to believe that you'll actually be studying and not failing. If you fail and you get suspension from university, what happens then?

Why do you need take a loan? Because you don't have enough money right? The visa officer will wonder why.

I guess everyone who has been in this forum long enough knows how this person responds to comments and just ignore. I feel bad for the new people who might literally take this persons advise. But as you said, he might be a sadist after all !

IELTS should not be anything less than 7 for each part

You need to pay back your loan so the visa officer will take into account the extra costs that you will need to pay back the loan in yourtotal expenses.

yea I was about to comment the same. reading his replies is irritating. Maybe he is out of his mind right now. OP would already be stressed enough; then on top of that people like him are writing absurd comments.
