Is it only these 3 steps and the test and finally interview? Seems like only 5 stage process and that is taking them 2 years to complete?Spoke with Cic today and was told that my application is still in the background check stage

I think those are the "prohibitions" there is a section that shows up by that name on the GCMS notes. If for any reason an applicant is not eligible for citizenship. Could be a few things you can google or look up the CIC website for those...Other members might have a better idea. But this is what I think it is.What is involved as part of Immigration Clearance ?
