Two visa office processing the same application at the same time does that make sense. How can one visa office processing the application and the other making final decisions, this all is too confusing

I agree is makes no sense however this what IRCC has told me. My primary visa office is Lebanon and secondary visa office is Beijing. Per base is in Beijing but primary is Lebanon. Makes no sense but I was told Beijing is to help but Lebanon makes final decision and documents are to go to Lebanon. Keep in mind I was told this by an agent at the IRCC call centre and it seems these days they know just as much as the rest of us about what’s going on
Everything is done digitally, so 2 officers can be working together on the same file and be 10000km apart. When one officer is done assessment, he clicks DONE n then the information gets uploaded n the other officer gets a prompt to read through what was added to the file n make a final decision.
Well if that is the case alot of people should be getting update cause they application should be moving twice as fast, but it's the opposite no one file that when to Shanghai including me have get any sort of update, my application is in receive mode since January 20 2021
All I can say before my mp told me my file was going there, I didn't know are hear nothing about this place so I start to look it up and I still couldn't find any information about this place, the main reason I hear files is going there because they said they have available agents there to work on file so how is it that not even one file that go there get a update.
question if you dont mind. What do you mean by ''documents are to go to Lebanon'' what kind of document ?
