Hi, when you call CIC (1-888-242-2100), press 2-2-2-6-0 and then you can directly speak to CIC agent.
There is no reference number, they also ask for your UCI number and other personal details to verify your identity.

Thanks Raj. I spoke to IRCC agent, they said there is no further update on my application and no case officer assigned yet. Due to COVID, they have a small staff size.
