I submitted RCMP PCC upfront.
You don’t need to contact RCMP. You can just book an appointment with RCMP Accredited Fingerprint Service Centre, they take your fingerprints and photo. RCMP will mail you the PCC and you will receive it in approximately 10 days. 1

You are not required to submit RCMP Police Certificate upfront. It is only submitted when requested by IRCC. However, some applicants submit it upfront with an expectation that it saves the processing time, even though there is no evidence for that.I did a fingerprint five years ago for study permit
now Im in the process of getting my PR, do I still need the police report in Canada?
