I am a BCPNP paper based applicant. As far as I know, one cannot have an express entry and paper based application at the same time. If you have Express Entry, yes you can apply through different streams, FSW, CEC, PNP Express Entry. However, if you have PNP Paper Based (non-Express Entry), you can apply through only this stream. IRCC has already received your Paper Based application, I highly doubt you will receive an ITA for the recent CEC. I am no expert, but I think you will need to withdraw your Express Entry profile. And if you decide to keep you Express Entry profile, you will need to withdraw your paper based application. And once IRCC begins processing an application, they do not refund fees.
UPDATE: My advice could be right or wrong. After researching some say an applicant can have an ongoing paper based application and later apply via EE. Best to get advice from an expert, maybe call IRCC and ask.

Hi ,

I got BC PNP nomination to apply paper based . Do I need lawyer to proceed ? Whats the next step
As advised by other members, use the checklist to guide you. Also this link provides guidance on how to answer the questions on each form. Before you submit, check and double check to avoid submitting with mistakes. The forms are many and require 100% attention and accuracy. It took me 2 months because I was filling them after work or my off days. It probably took longer as I had to fill in forms for my 2 dependents who fall under my application. But best to take your time and do it right.

I used this one, its not the google doc one, but many use it. There is a tracker for each stream. You will need to sign up and put in your info

Yes I heard about cases like that but they were mostly Post graduate students who got a nomination in the province. As any one else heard about related cases? Who got their Pr in 8 to 9 months after AR.

Unless these were EE applications that were delayed due to Covid. Last year I know it could take up to 8 months for EE to be processed.
