I'm hoping to find out what steps I need to take with the Philippines government to leave the country to move to Canada with a temporary work visa that is strictly through Canada. I plan to work towards permanent residency.

I appreciate any info that can be suggested.

Well you can only get a work permit when you have a job offer and the employer has a positive LMIA (Labour Market Assessment). The employer has to show that no Canadiand or PR could be hired and hiring you will allow them to expand their business to hire more Canadians. Once you have a LMIA, you apply for a closed work permit. Finding a job offer with LMIA is very difficult and costs time and money for the employer. The overall process takes months.

So look at immigrating as finding a job is difficult.

i started to apply for the open work permit, as it doesn't need the LMIA, but i have a job offer letter from the employer, that my boyfriend has managed to arrange.
or would it easier to do a visitor visa then apply for a work visa from within Canada?

What NOC is this job and where? A job offer still needs proof that is it LMIA exempt.

You can apply for a visa but you need written authorization to travel and it may be refused.

it with Mcdonald's, my boyfriend said that he was told that they're always hiring new staff, cause they're hiring a lot of temporary students.

who would provide the written authorization to travel? would a invitation letter be enough?

You need an approved LMIA along with a job offer from McDonald's if you want to apply for a work permit.

You can certainly apply for a work permit if you arrive in Canada on a visitor visa. They will still need to obtain an approved LMIA in order for you to apply for a work permit (even if you are in Canada).

do i inform my government that i'm leaving the country, or just leave?
Well you need to be approved for Canadian visitor visa and written authorization to travel first. To get a visa, you need to show funds, ties to country, travel history etc. Visitor visas are not guaranteed. Do you have a passport? If so you can leave once you have the visa.

when you say ties to country you to the one i am going to, correct? if so i have my boyfriend there, which he has already written an invitation letter to submit.
i have funds and my passport and travel history, and a quarantine plan for when i get there.
also who gives the written authorization?

No ties to your home country. You are applying for a visitor visa not moving to Canada. You have to show that you will return (job, school, house etc.).

Is your boyfriend Canadian? You have to prove your relationship.

yes my boyfriend is Canadian, we can prove our relationship, and for ties to my home country i'm staying with a cousin when i get home to the Philippines after my overseas work contract in Saudi arabia is complete in a month, until my visa is a approved, the only thing i can do is prove that my family is there, i don't have property, or a job in my home country at this time or during the visa process.
