Yes if u get pre arrival that means PA eligibility pass and background check started. PA eligibility means relationship is genuine. In some cases people don’t receive pre arrival and direct decision made.

Not me, mine still showing application received. Some user got it changed a couple of days back to in process without any mail or addtion of new line in ecas "we started processing your application "

When was ur file status turned to received? Mine changed on 26th Jan and still received

Yes i think relationship check is done first if pass then background and criminality check is done. In some cases i have seen all background and relation check done in 10 days and in local visa offices some take months if they are raise for interview or officer is not convinced. But generally within a month if everything goes well.
