Called in today to IRCC, got below response.

Criminality : Passed
Background Check : Not Started
Eligibility : REQUIRED
AOR : September 9 , Inland CEC with dependent
VO : Vancouuver Local Office

Why is my eligibility status showing "Required" ?? What does that mean?

My wife and I have a Canadian job offer and we have gotten work permit already as of last week. Additionally, our AoR date is Sep 24, 2020. So far, it seems we are in IP2 phase with medical passed. Since we had to give biometrics as part of our work permit application in September, are we exempted from biometrics for our PR application? We are unclear on what are the next steps for us in our PR application. Can someone please advise

It means your eligibility isn't passed ( maybe concerns about your job, pof, or any other eligibility issue)by a case analyst or if u like junior visa officer so it's pending review by visa officer. Once the review required is passed by the vo,it will change to passed

Below is the response of my webform request (response after 1 month) - looking at 2nd point, is it default status or does it mean eligibility review started ?
  1. Your application is currently being processed at the Case Processing Centre in Ottawa, Ontario.
  2. The responsible office is currently verifying if your application meets the eligibility requirements under the immigration program for which you have applied, you may be contacted via your account if additional information is needed.
  3. The security background verification has not been initiated.
  4. The criminal background verification is in process.
  5. The background verifications are in process.

The eligibility review has started, but not yet concluded.

If the webform response states that the verifications are currently valid, “valid” here indicates, that the documents required for the specific stage are “legal, not expired, and accepted by IRCC,” and no further input is required by the applicant.

I'm not sure what my employer used to apply for my Canada Work Permit. I don't know what GSS is. For me, it took close to 4 months to get work permit approved after applying. FWIW, my employer has office in Canada as well as USA so it was internal move.

Mostly they apply via GSS for intercompany transfers. Usually its 2/3 weeks process but time has gone up to 4/5 months last year. But good to know the details. Thank you very much for your reply.

I thought only the officer had the authority to mark the Eligibility as 'Passed'. Without the officer's approval, the notes wouldn't have shown Eligibility as Passed.
Case analyst can also change eligibility status that's why you rely on the notes to confirm.

Thanks for your reply. How did you spot that this is by case analyst and not by officer? What makes the eligibility conclusively passed? When security and criminality is passed?
My application was submitted Sep 2019, full year ahead of you guys so I read a lot of the forum.

How I spotted is the latest note you shared is typically how Case Analyst/Processing-Agent writes his notes. If you check your GCMS again on that note you will see it is mentioned who wrote that note.

The next stage is the officer to pick up your file, go through it, and pass Eligibility, criminality (if biometric is done), and security. This is very often done within the same day by the officer. The most delay comes from the time it takes the officer to get to your file. Mine it took 3 months from Case Analyst to officer picking my file. This was pre-Covid days.

Yes, it is expected. The first person to check your application is the Program Assistant who checks document completion then he/she passes to the Case Processing Agent.

It's unfortunate there has been such a delay, some GCMS providers are disproportionately being affected by lengthy delays

For future reference, you have the choice to request Gcms Notes from IRCC or CBSA, these days CBSA may a better option to avoid potential delays. Same process and cost, see more at https://bit.ly/34nuJPu
