What's the difference between "all stages passed/waiting on PPR" and "waiting on the final decision"?

Many of the Nov 2019 cases, I see either their application is either approved or in final stages. In my case, they haven't even started with medicals yet. Nothing is started except criminality pass. No updates, nothing. Even ordered GCMS notes (through friend in Canada), been a month and not response yet.
Anyone same situation as mine? with nothing started even after an entire year gone? This is really frustrating now.

My medical expired few days ago and today I saw the application profile/updated as my medical was passed again on 2nd November 2020. I am an M2 medical profile. How long will it have been extended for? Can I found out through webform?
No, I am only aware of people from this group. I think one or two got ppr who are residing in India. Few Indians residing in USA got ppr. But no luck for me
I am also residing USA.
There are many pending, but I haven't come across someone waiting so long for medicals at least. For me, it never showed as medicals passed since AOR. When I called them recently they said nothing has started with my application except for criminality pass.
you can try raising a webform asking about your medical validity...
