It might not count as that. On B1/B2, you cannot even open a bank account. This status does not permit you to be in the US longer than a specified period of time stated in your passport. However, you can perhaps give biometrics in the US

Once you apply, your case is going to be processed at that country. Plus, application review might take a long time, people on the forum were waiting for over half a year on a decision(or simply ppr) for Fall 2020. In addition, if there is any problem with medicals your application process might extend to up to 3 months (simply to get medical pass). Are you currently in valid status? What date is in your passport stamp when you crossed through the border control?
 
I am in valid status right now. My visitor visa is up to Feb 21. But I will b going back in a week or so. As you said there may be complications in applying from here.

Is this the date until your visa expires or the date an officer wrote on your entry stamp? It is a good idea nonetheless to travel back. You may use this time to get upfront medical if it is not possible to currently do in your country
 
I received my BVL this morning and passport request just dropped now. July applicant from the US
