Changing Residency from Ontario to Quebec After First Landing for a dependent University Student (18 years plus)

If immigration is approved for the family to Ontario and meanwhile a dependent (18 years plus) gets an admission in a good Quebec University, will the student be able to declare / change his residency immediately after after landing to Quebec to avail lower university tuition fees. If so please elaborate especially on eligibility to get SIN, PR and Health card from Quebec.

Your child would not qualify. Your family or your child must live in Quebec for 12 month as a minimum to have a chance of qualifying. Your child will need to pay domestic tuition just like students studying in Quebec from another province. Students get lower tuition primarily because their families have been paying high taxes in Quebec.

https://www.micgill.ca/legaldocuments situation 8 states "you have never resided in Canada prior to your first semester at McGill and within three months upon your arrival in Canada, you took up residence in Quebec; or you are a permanent resident of Canada who took up residence in Quebec within the first three months after becoming a permanent resident"

You will have to verify with McGill. You and not your whole family are not moving to Quebec which may make a difference. You also don't have CSQ. Will your parents be declaring you as there dependent on things like taxes? It would be best for you to explain your whole situation and your family's situation. how they qualified for PR (Ontario PNP) and clarify with the Quebec government and the university you want to attend.
