To get approved for a study permit at 35 you need to apply for a master's degree or PhD at a top public university.

Applied for a student permit at 35 - for a diploma course that is completely unrelated to anything I have learned in my life. Got approved without any issues. This happened back in 2019. Don't know if things have changed now.
