Question around Express Entry Profile Creation

Me and my wife are Canada on work permit. I have a question around creating an express entry profile. Is it legal to create two express entry profile, one with self(to boost up the crs score and later do an inland sponsor) and another with me and my wife(chances of getting some PNP with low CRS score) at the same time?

No - you cannot do this.

Only one profile per individual.
