what does R10 check means? is it related to Background verification?
It means you provide all the necessary documents and everything is filled. Basically they check all documents and make sure all are up to date and filled. It’s not background verification.

Not at all, R10 simply means the documents are all in order and ready to proceed for the next steps, ie; criminality, eligibility etc. without R10 completion they outright refuse your application as incomplete.

I never received any notification of R10, but got BIL and medical passed, does it mean R10 is completed as you say?

How is it different from eligibility? Do you know what do they check in eligibility?
In simple words eligibility means, VO checks your education, work experience, age, language etc. Moreover, they will verify your information with the economic immigration stream you had applied (CEC, FSW, FST) and apparently this the most important and time consuming stage.

what if there is an additional medical review required, would it still move to R10 completed?
R10 happens only once for an application regardless of the additional documents request in the later stage. So yes, even if they request additional medical review it is safe to assume you’ve passed the initial R10, considering you have received BIL request and medical passed update within the two months of your AOR.

Thank you; my initial medicals are submitted to IRCC and I am biometrics exempted; AOR Sep 24; Just wanted to make sure BOWP doesn't get refused because of any additional medical review

Well, in most cases they request additional medical to double check TB, X-ray etc. My two cents, if you don’t possess any major health issues present or past then it’s safe to say you’ll be just fine. I wish you all the best for your application!
