Work as quality control manager in quality control laboratory responsible for implementing procedures and quality management system in operation department. Manage quality control lab activities and I have PhD in chemistry. Is the correct noc 0212?

It is not mentioned in the lead statement that this job is in a manufacturing company. My job duties are very similar to 0212 than 0911 as I am working in a laboratory oversee lab testing activities and oversee the reporting system for quality management. Implement and review and design new procedures for quality management and control. Communicate with external labs for testing samples and coordinate with R&D about testing new materials and testing new products and the ways for development.

Your job must conform to the DUTIES of the lead statement, not the location. 0212 seems like a match to me.
