Study Permit (NY or Los Angeles office) - study permit to Canada from US

I have been rejected 3 times for a visa within the last 5 years but they made a decision fast. I don't think they take much time to review past decisions .
I believe many of us who have graduated or about to graduate from American colleges applied before the expiration date on their documents. Because of pandemic, the processing time was delayed and we are worried about the legal status now. I really hope Canadian visa officer can understand the situation is under our control. Otherwise, we should expect the decision before the expiration date.
I spoke to one of RCIC consultants from my university today. According to them, the main reason that passport request letter is still on hold is because VAC (Visa Application Center) in US are temporarily closed. When IRCC sends a request letter, it will require you to send passport to nearest VAC locations or the other option is Ottawa (if in US). RCIC said they have been informed that VAC in US will be reopened in the late September.
VAC LA is still closed though. VAC NY is not fully open and they have limited services on these days.
I do not have a Canada visitor visa. I do not think trying to enter the border with Canada visitor visa is a good thing though. They still process visitor visa, you'll get it within 1.5 weeks in US. But IRCC will send a letter to ur email stating u should not travel during this time. I applied one for my relative, he got visitor visa and IRCC sent an email restricting travel.

Yes that is what I did. I attached my diploma instead of my transcript because my school's electronic transcripts costs money and deletes itself after a certain period of time. In the web form, I listed my school's registrar's email, so that the officer can verify the legitimacy of the documents.

Did you get AIP? I know as per GCMS notes, your study permit has been approved. But did they send you AIP? I know a lot of US citizens have received AIP. But are you aware of any non-US citizens who have applied from US getting AIP?
I have not got AIP yet. I dont know why it took so long for them to process that since there are not many people applying to Canada from US for study permit. A lot of US citizens received AIP, but until now I have not seen any non-US citizens get AIP from US. I know a person applying at the same time with me and he has not got AIP despite of the fact that he already got GCMS note with approved final decision. Technically, they have to issue AIPs as long as this semester will conduct to online learning (I might wait until the end of this month to see).
I applied in March and was able to submit my biometrics in July. But still I have not received any update whereas I see many applicants who have submitted the applications in June getting AIP. So I am a bit worried. I have ordered my GCMS notes. Hopefully, it will give more insight into the status of my application.
