In the Tuition column you have to mention the total amount mentioned in the offer/ acceptance letter sent by college for the entire year.
Room & Board - You have to mention $10,000 (GIC Amount)
Funds Available for my stay - In the column you have to add the tuition fee and GIC fee and put the total.
For example if my tuition fee as per the acceptance letter is $15630 and GIC is $10000 so i will add (15630+10000 = 25630)
So i will put 25630 in "Funds available for my stay"

Why would you deduct the amount ! Your telling the Visa officer that you have already paid your tuition fee and GIC.
In short, that's how its supposed to look,
Tuition = 15630
Room and Board = 10000
Other will be Blank
Funds available for my stay = 25630
As simple as this.
