Makes sense. Thanks for the explanation. Why was the pool thin this time last year?

Well, the number of people in the pool above 460 has increased dramatically, for a multitude of reasons.. US issues, Express Entry word of mouth etc etc.

Last year this time, the CRS cutoff was 460. They invited OINP from 459 down and got their numbers when they reached 439. Also keep in mind that last year in March-April, the CRS cutoffs were in the 430s and 440s, so the density of people in those ranges in July were low to begin with. They were all people who had entered the pool within the past 3-4 months.

Contrast that with now. CRS cutoff at 478. Very high density below 470 because the pool hasn't been cleared in those ranges for 8-9 months. Naturally they'll get their numbers by the time they reach 462 or 463 or whatever turns out to be the cut-off.

Am I right to think that quite a bit of people above the 470 range will get cleared because of this OINP Draw? Also, these people who do accept the OINP will re-enter/end up with higher points in a couple of months from now?

That's right but the question is how many people with above 470 score received that ONIP notification and how many accepted it and created ON profile.

Everyone who got an NOI today will have 45 days to accept it and submit the documents. Some of them may choose to wait to see if they'd get a direct invite via an FSW draw within those 45 days (especially those with 470+ points). Once they submit the documents, it takes another 45-60 days for Ontario to officially nominate them, and upon that step, 600 points will be added to their CRS. At that point, their CRS score in the pool increases. Until that point, they'll remain in the pool with their existing CRS score.

So no one gets cleared from the pool due to the OINP draw. The same guys are susceptible to be invited via regular draws as well if those happen before the nomination process is complete. So someone with 476 or so who got an invite today might get a regular invite in the next all programs draw and might not accept the OINP NOI.

They won't ever leave. You don't leave the EE pool while you're applying for PNP once you get an NOI. You are still eligible to be drawn in a federal EE draw. They will remain in the pool with their current CRSs, and then remain in the pool with their higher CRSs once those have been applied.

Thank for the clarification. What happens if they get FSW before NOI. Can they declince NOI and accept FSW?

Yes, they can. They just won't get a refund if their PNP is already being processed.
