He also said visa-free nonvisa-free doesn't apply if you're traveling from USA to Canada!

- we sent you a CoPR

I'm guessing they're rolling out COPRS very cautiously, the only reason they might not be giving COPR's in batch for US residents, is cuz of dangerously higher covid-19 cases in US.
