my husband's copr expired on 5th july 2020 and as we had emailed ircc a month back they had confirmed that they have received our request regarding reissuance of visa and once the visa expires we should consult Delhi immigration for same. so nopw after asking them again the following was the reply from Delhi immigration

Thank you for your email to the Migration Section of the High Commission of Canada in New Delhi.

Limited Operations in India

The Migration Section at the High Commission of Canada in New Delhi will be limiting its operations until further notice. The Migration Sections at the Consulate in Bangalore and the Consulate in Chandigarh are closed until further notice.

If your application for permanent residence was approved on or before March 18, 2020, but you have not travelled to Canada yet, you’re exempt from the travel restriction measures. Eligible travellers do not require additional permission letters.

If your counterfoil expires prior to commercial flights becoming available, you do not need to e-mail IRCC as you will receive communication from our office on the next steps to be taken once full-service resumes.

For up to date information regarding IRCCs response to COVID-19 follow us on facebook.

We trust that this information will be of assistance.

it seems that now its an endless game where you cant travel as international flights are not operation yet and even if these become operational, he will not be able to travel as his copr has expired and there is no guidance as in when the visa will be re issued
Did you tell them that you are ready to travel?

1. No one who has raised the webform for "Unable or unwilling to travel" has mentioned any dates or for that matter duration for which they won't be able to travel.
2. The validity of extension will depend on LVO who stamped your COPR and Visa. There was only one case where VO directly extended the COPR validity by 10 months. I believe it was ACCRA VO.
3. As for how long you have to wait before raising the second webform the answer is 60 Days as per IRCC.

@pkkhare23

I’m slightly confused on the 3rd point. Is the below interpretation correct.
Step 1: The applicant to send a mail that they are unwilling or unable to travel prior to expiry.
Step 2: Within 90 days IRCC to reopen the application.
Step 3: If the applicant feels he is able to travel prior to the application reopening he may raise a web form OR once application is reopened by IRCC raises a webform ready to travel within 60 days from the time it was reopened.
Step 4: In case he is unable to raise then he gets a further extension of 60 days.

Is there anyone from Ukraine here? I see that your VACs were reopened yesterday. Have you been contacted already?

Here's the interpretation for point 3
3a. If applicant feels ready to travel he will have raise second webform notifying IRCC so that the expired applications maybe reopened.
3b. Applicant has 60 days after raising "Unable or Unwilling to travel " webform to send "Ready to Travel" webform. In case applicant doesn't inform IRCC in first 60 days he will be given another 60 days to raise the web-form

So, step 3 is after step 2 which means first they will open our application and then we have to notify them of being able to travel?

Rental receipt? Do you mean for a temporary residence?

I got tensed after post about pnp declined at border.. I thought PNP COPR holders don't usually get declined at port of entry
Yes having Rental receipt for temporary accommodation or AirBNB receipt will suffice.

As long as you show intention to settle in province that nominated you it is safe. Just don't do what those guys did in the previous post.

So we ran raise the web form ready to travel even if IRCC does not reopen our application.

Have you all seen the IRCC tweets from July 3? I copy paste them below:

@CitImmCanada (IRCC)

1/4 Hi. We are currently reviewing requests from clients who are out of the country and have received a valid CoPR or who have an expired CoPR who are now ready to move to Canada permanently. We expect that next steps will be provided in the next few weeks.

2/4 Please wait to receive confirmation from IRCC that your CoPR has been extended and that you are now able to travel with documents the department will identify.

3/4 Please note that only those ready to live and settle in Canada and able to quarantine for 14 days immediately upon arrival will be allowed to travel to the country.

4/4 Travel for temporary stay, including strictly to finalize an application, will not be permitted at this time.

Yes, I will be sure of that.. I got nominated by Ontario.. will land in Ontario.. I genuinely want to stay in Ontario 'cause it has the most IT jobs..

Phew.. for a moment I thought there is still a fair chance I won't get to move to Canada

Well, I don't know what could go wrong next.. the path India is on to.. I hope they don't ban us until covid situation is resolved in India

No those 90 days mentioned is the time period given to LVO to reopen the expired COPR applications. You have notify them first about your willingness to travel. So step 3 has to happen first.

M really hopeful about the next part.. I hope they extend all our coprs by a year so that we'd have a vaccine by then and this nightmare would be over

The 3rd sentence is the reason why it is important to travel ASAP none knows how the situation will unfold in coming days.
