I am in the same situation as you. I submitted it on April 15,2019. Now, one year already.
I just saw some cases in Ontario and skipped the landing interview. After AIP and DM, directly notified them by email. Became a permanent resident.

Hopefully they will complete soon and we will hear good news cause this covid 19 is not going to end yet, thank you very much

yes, and someone called office, they said they will back to work fully at April 29, this week !
we just waiting !

I did apply for GCMS notes so we already have an idea why they transferred our file to local IRCC. Have you rquested for your own? It would help you a lot to understand possible issue they would like to clarify.
So I am practically just waiting for an interview schedule and it looks like Calgary & Edmonton IRCC are the offices that has the longest waiting period...over a year!!!

Hello,
I am an inland spousal applicant applied in dec 2019. My landing appointment was scheduled for March 2020 and got cancelled due to Covid 19.
I didn't heard any update from IRCC since then. I will greatly appreciate it if you could point me to the place that you got this information (that some people got their PR without landing)?

yes somebody in ON they received email said without landing review, become a PR, and send 2 photo for PR card.

Thank you very much for your reply. I checked this with IRCC (yesterday) and it is not true. Even if you think rationally, how can they grant the PR without asking for mailing the passport, and signed the document?
