Applying for EE while residing in Quebec

I am living in Montreal since May 2019. I am applying for PR and my query is-
I have done WES and given IELTS, I will complete 1 year on May 21, then with that my score will be 459.
Now my question shall I wait till May 21 to make a profile and apply for express entry or I can do it now.
Secondly, as we cannot select Quebec as a province while applying, so I will be selecting Ontario. Can I do that or I will need to produce some extra documents to show I 'll not live in Quebec? How does this work?
It would be a great help if you could suggest this.

Yes, you will need to prove that you will move out of Quebec. You will need to show solid proof, such as a house purchase, a lease, an accepted job etc. outside of Quebec.
