I am Permanent resident of Canada and im stuck in India due to Corona virus. Iwas wandering can I apply for my wife while i am in india.

No, there has been no change in the requirement for a PR to be in Canada in order to sponsor a spouse

Yes, you should be able to because its a paper application going to Sydney, Nova Scotia. Just make sure India Post or DHL is working because i heard it wasn't cuz of the lockdown.

OP cannot sponsor his spouse while he is outside of Canada. The answer is still no.

Since you're a pr you can't sponsor a spouse while being outside of Canada
