Hi can I enter Canada by April with my open work permit? Is there any border restrictions? Anybody!

Not until they officially announce one is exempted from the travel ban. They have posted on the website "Workers, students and approved permanent residents who haven’t landed should not travel yet. We’ve announced exemptions but they’re not in place. Travel restrictions are still in effect for these groups. " Check the IRCC's website.
