please check your Sponsorship Approval letter. PCC requested in SA letter from CPC-M.

That's what I'm confuse about? As per SA Letter (Page 2), it stated that if you haven't submit the following you should send it:
PCC, CV, Biometrics, Passport etc... which based on the forum it is a general message that's why I never send anything.

Should I send my parent's PCC and Passport?

yes, that was your PCC request too. please submit all requested document ASAP.
Inform CIC reason for delay submitting requested document mention in SA letter.

I am thinking if we can do flag poling from toronto? Can anybody share their experience?can we do it on a weekend? Thank you so much

yes you can do flag-poling. check quick link. .

let me know, if the In Process date listed on local visa office timeline under the PR Application is for the PA ? in that case my parents' PR application is still showing Application received as per the ECAS since January 1st week. (Say Jan 7).
does anyone know how long does it take for NDVO to change the App Rec to In process, in order to estimate the rest of the process timeline.
my mom has to undergo knee surgery and would like to plan it either before or after the medical as she could be in bed for up to 2 months.

Que: Did you get PCC request from NDVO on Dec 14 2019? in general this is your In process date from Local VO.

All depends what is going on with her PGP. Applying for supervisa can take a month or two. You maybe in a position to just get COPR. If not yes you should apply for a supervisa after your mother gets a new passport.

He may might be registering with public health so that his communicable disease is being monitored while he is in Canada.

Would avoid the weekend. Borders are not really supposed to be used for flagpoling although you can do it. Borders often limit when you can flagpole and since it is not their primary role they can make you wait all day if they are busy. Make sure you have no other commitments that day.

This is an unscheduled maintenance and there is no ETA about when this will be fixed.

This will slow down the file processing which supposed to happen today and tomorrow.
