I'm sharing our case because this forum has been very helpful for us and have given us a lot of guidance, and maybe others can shed more light on this situation, or even help others in the same situation.

My wife got a job offer and the company achieved the LMIA for her. She also obtained a license that is required to work in the field that she wil be working in. After that, we proceeded to apply for a working permit for her, an open-work permit for me and a visitor visa for our 1-year old baby. We provided ALL the supporting documents required to complete the applications and the three of them were denied.

These were the simplified versions of the reasons:

WORKING PERMIT
  • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 200(1) of the IRPR, based on the purpose of your visit.
  • I am not satisfied you meet the language requirements for the proposed employment.

OPEN-WORK PERMIT
  • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 200(1) of the IRPR, based on the purpose of your visit.

VISITOR
  • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

Today I requested the GCMS and as soon as they arrive I'll share it here so others can learn for the mistakes we made.

PS: They didn't ask for proof of funds or ielts test results.

Update: We applied again and sent new supporting documents (cover letters, bank statements, ielts, eca...) and now they are requesting this document:

Please provide T4 Summary of Remuneration paid for 2016 and 2017 from your prospective employer.

We are contacting the employer for more information about this documents. We think is a good sign that they're requesting this before continuing processing the application.

Update: They requested the document mention above on November 21st and when uploaded the document the next day, yesterday we got refusal letters saying that they never received the documents. AAAAAAAAAAARGH!!!!!!!!

Your case reminds me of my own struggle to get my husband here. They refused him a visitor Visa four times, and then a spousal work permit twice, all for no reason other than they did not trust him. He qualified for the SOWP otherwise, we even hired a representative, so it is not like we did not submit the right documents.
Apply for EE. Once you are invited and pass the initial eligibility check, it is very unlikely that you would be refused. Work permits are just a waste of time and money. CIC can refuse you again and again, for no reason whatsoever, and the more refusals you get, the less chances you have to be approved.

Today we received the passport request latter from the cic. We are very happy.

It's very hard to answer your question without knowing your complete profiles and what you submitted with your application.

However based on the refusal reason, it looks like IRCC has concerns that you are planning on remaining in Canada long term (i.e. see this as a permanent move) - rather than temporary.

You need to share more information such as what is the job in Canada, what job does he currently perform and how does that relate to planned job Assuming he gets this job in Canada how transferrable are those skills when returning to home country. What qualifications does he have ?

You need to share more information such as what is the job in Canada, what job does he currently perform and how does that relate to planned job Assuming he gets this job in Canada how transferrable are those skills when returning to home country. What qualifications does he have ?
He got the job as car painter same as his previous position before he got promoted to Job Controller. He has already an approved LMIA because the employer in Canada already confirmed his application, we are just waiting for his medical results as well as the approved visa, however, as mentioned, he received a refusal letter 3 days ago with those reasons. I am wondering if by mistake the agency ticked the tab for tourist visa instead of working visa, because based on the grounds stated by the embassy, I think those are applicable for tourists. I hope you can help us on what steps do we need to take.

Hi, he applied thru an accredited agency here in the Philippines. My husband is a skilled worker, he got the job as a car painter. The employer in Canada already sent his assigned car dealer/shop which is in Montreal, Quebec. Unfortunately, we received the refusal letter 3 days ago. Kindly help us on what steps do we need to do.

Hi! Its so ironic that you asked for an update on this same day as my husband's flight going to Canada. yep, his about to board the plane now, 7:25 flight. We re-applied for his visa and added more documents, he was approved after 3 months. Thank God.
