Yes you can. It's written on their website that you should have at least clb 5 in ielts.

please did you state in your CV that you have experience in home care giver before your employer invite you? cause i dont have the experience but i want to apply ... i have OND in accounting and currently work as an accounting officer

I don't think so an organization can sponsor some one under this pilot program.
E.g. A day care cannot sponsor in this category. This is only for help required in a private place and not commercial.

That's my understanding. I could be wrong. Please make sure somebody is not cheating you.
