Can you please advise if its normal to take this long? How long after AOR should I expect my file to move?

PCC for current place of residence only valid for 6 months. You will have to get a new PCC from Bangladesh if your parents are still living there.
No, as long as they are taking medications and it's in stable condition.
Do they have any ring (stent)? Depending on the condition they might ask to take tests like-->ECG, Mayo Cardio Stress Test, Ecocardiogram.
