Do you have any official CIC information about this at all?
Because I've just had a quick look on the CIC website, and this is what I've found:
"Minor children who are already in Canada accompanying a parent who is permitted to study or work may study in Canada without a study permit at the pre-school, primary and secondary levels.

A minor child of a parent who is not authorized to work or study in Canada (for example, their parent is authorized as a visitor) is not eligible to study in Canada without a study permit. These minor children must apply for a study permit from their country of last permanent residence."

This suggests to me that parents are not entitled to enter Canada at all based on their child's study visa.
If a parent wants to accompany their child to Canada, the parent must obtain a visa on their own merit.

That is correct parents of a minor studying in canada obtain no rights to stay in Canada as a result of the minor studying as the primary applicant. The parents have to qualify for any permit to stay on their own merit which may or may not be influenced by the minor status.

For sure without the parent obtaining a work permit they cannot work in Canada regardless of minor status so this should not be confused with a study permit and a spouse open work permit that scenario does not apply to minor studying with accompanying parent.

How exactly are you planning on "converting to open work permit"? Only people in very specific circumstances qualify for OWPs.

You will most certainly face problems. You do not qualify for an OWP. To hire you, an employer would need a positive LMIA to prove that they could not hire a Canadian citizen/PR. The LMIA process takes months, has very strict requirements and costs $1000. It is extremely unlikely that you will be successful in this. You really need to re-think coming to Canada.

You cannot convert a visitor visa to an open work permit.

Hi canuck_in_uk. If father has WP and currently in Canada, can 16yo apply for study permit and travel alone? Also, what should be put in the form if there is no letter of acceptance yet since we need to look for school yet.

Assume the child is close to finishing high school. You should be aware that even if your husband is on a work permit your child will need to get a study permit and pay international fees once in college/university.
