Question about Criminal Rehabilitation and inadmissibility

A little background story
Recently in my community [I'm in Montreal, Quebec] there is a man known as a sex offender from the United States. He is not a US citizen, however he came to the US from Cuba and was given permanent residence due to the policy of wet feet, dry feet. We are talking here during the 90s. In 1998 this man committed a sexual abuse crime with a minor and was found guilty and convicted [I don't know how many years]. In the yaer 2016 he became Absconded from the police in his state until 2018 when he crossed the border I suspect Roxham Road and is here in Montreal until now. When we found out we alerted CBSA and the police and they know he's here but I don't think they'll do anything about it.

My question is will this man get to stay? Will he not get told to return to the US because of him being Cuban and the fact he's not a US citizen - so it's no longer the US problem?

Neither cbsa or the police will disclose any information. If he has been found guilty of sexual assault, it’s unlikely IRCC or IRB will let him remain. If he’s claimed refugee protection, he is very likely inadmissible. Whether the US or Cuba accept his return is a different matter.

What do you think could happened if both refuses his return?

If his claim is rejected or he isn’t eligible, CBSA will work with both countries for his return. If he’s running from the law, the US will quite possibly want him back to complete his sentence. Impossible to say what will happen.

Start writing your MNA/MP for some action as a community if you are concerned.

What do you think could happened if both refuses his return?

Unfortunately some people are in legal limbo if their country will not take them back or Canada thinks they could be tortured if returned. Would report his location to the US jurisdiction where he absconded. No guarantees what will happen.

Unfortunately more proof that criminal records aren’t being checked at Roxham or other illegal border crossings.

If one is a US permanent resident wouldn't you be able to return to the US on your own accord if they told him he could not stay? I don't understand why they make things so complicated and not for the country's own benefit
