Pre arrival is not an approval. It just gives you options to connect with different service providers who can help you prepare before you actually land. Like to find a job etc.

This is a free service, once you sign up they will ask for the pre arrival letter.

People do say that it is a sign of visa approval/background check cleared but I'm not sure how true that is.

Hi! This is what it says:
"We started processing (Your Name) application on April 24, 2019.

Usually this will be the second line on ECAS and it might take 2weeks to show this on your ECAS.

passport request letter was sent through email. I don't know your case, the way ircc approaches applications varies from one to another.

Finally got the line added in ECAS. They started processing the application on Nov 15th. The file was transferred on Nov 5th.
