For applying to a bridging work permit, yes you need your pr.
For applying to a regular extension of your work permit or even for a visitor visa you do not need to wait for a PR. and most likely it will be rejected but it will still buy you enough time to get in next few draws.

Speak to a lawyer. their first consultation session is usually free.

Once PR application is submitted for processing, based on that one should be able to file bridging WP right? I assumed requirement is one must submit PR application first. Is that not right?

Maybe they're trying to ramp down the applications this year? With the new government and what not? I don't know. I'm just spitballing here.
New gov has not formed yet, and it is Liberal gov picking ministers. Don't see reasons for big changes to happen now
