That's progress of CEC AOR in 2019:

Hey buds
we August eAORs are now crossing the three-month mark and entering the second half of the official six-month processing period. I just browsed immitracker and I can see that less than 3% of the August group have got their PPR in the first three months, so slower processing time seems to have become the trend now.

Indeed it has. If before, 3 months marked resulted in about 5-7% clearance rate, now its more like 2-3%.

A few August AORs got PPR today.

It seems like nowadays it takes more time to get a response, if you are OK calling them - call, they would respond on the spot.

Have you tried the webform? I am not sure if its effective but early on I send a message regarding my refusal but got somewhat generic response saying apply again. I sent a message today asking for my VO. https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx
