To force WES to start "verification" instead of "apostilization"

Hello dear ALL
I am trying to get WES evaluation for my wife's diploma and I am trying to contact WES and ask for "verification" instead of "apostilization".
My wife's diploma is from Russia, now we live in Israel and cannot reach any "apostilization" offices in Russia.

Current WES status is On Hold: We are waiting for your documents.
The academic document received was not verified by Apostille through the authorized body of education of the Russian Federation in your region.

TWICE I've sent the message from their web page asking to contact the university and check document's authenticity. I've sent a fax describing the situation.

NOTHING. No e-mail, no answer, no status change. Now trying to call, 20 minutes listening to the music

Any ideas?

WES clearly state at https://www.wes.org/advisor-blog/credential-evaluations-russian-students/ the following text.

WES Required Documents
Here are some required documents you will need for your evaluation:

• Secondary education: Certificate of General Secondary Education certified with an apostille by the authorized body of education of the Russian Federation.
• Higher Education: The diploma and diploma supplement also certified with an apostille by the authorized body of education of the Russian Federation.

Why do you believe that they will deviate from the stated requirements at all? WES appear to be tightening up their procedures due to documentation fraud.

Why do I believe?
Because 4 years ago with the same requirements I explained my situation to WES and they changed "apostile" requirement to "verification" because I couldn't visit Russia.
This time WES refused to do the same.

See my previous comment. WES are cracking down on document fraud. They have already imposed serious restrictions on documents from India.

Moreover, I am trying to check authenticity of the diploma directly from the institution

OK, ICAS can do the same as WES but receiving confirmation from the University. Will go there.
