No - your score is never frozen. After AOR also - if your score drops then you need to inform CIC that my birthday has gone and etc. Please don't give false information. SCORE is never frozen.
No. You are wrong. It doesn't impact the score adversely in case the birthday occurs post recieving the ITA. This is clear as a crystal as per ministerial instructions. So yes, the scores are FROZEN as far as birthdays are the case.

(Anything other than birthdays however do result in lowering of your score.)

Is it possible to have a draw until midnight Ottawa time? Has this happened before as we can clearly see that the CIC website services are currently down?

My guess is that there will be a draw next week on the 14th. If we continued the same draw cycle as now (7th august, 21st August, 4th Sept etc) we will have a draw on 25th of December. By moving one week, I guess they can have a draw on the 18th December instead of 25th. May be my math is wrong.

AS FAR AS BIRTHDAYS ARE THE CASE THEN...
Exemption to section A11.2: candidates whose birthday occurs after they receive an ITA

An applicant may have a birthday after they receive an ITA but before they submit their e-APR. Their change in age may lower their CRS score below the lowest score in the round of invitations. It may also result in the applicant no longer meeting the minimum requirements of the FSWC and, consequently, no longer meeting the MEC, resulting in a refusal based on section A11.2.

When a change in age results in the candidate no longer meeting the MEC or having their recalculated CRS points score fall below the lowest points score in that round of invitations, officers should consider applying the public policy to exempt applicants for permanent residence from certain age-based requirements between invitation to apply and application, based on section A25.2. This consideration can result in an exemption from the refusal of an application under section A11.2.

This public policy also grants an exemption to applicants who may be refused for failing to meet FSWC program requirements when their birthday occurs between the ITA and e-APR.

Guys Quick Question- Today is my birthday and my points decreased from 436 to 430. I had received NOI from Ontario on Aug 1st. I called them and they said I can still apply as I had got the invite before my birthday. I thought scores are frozen post ITA and not NOI. Can anyone please confirm

Please do reply it is my birthday :))

Thanks

Happy birthday buddy. You have nothing to worry about. Birthday after NOI will not impact PNP certificate. Birthday after ITA will not affect the rest of your Express Entry PR processing.

NOI is a different thing. You ll still get the 600 additional points but your CRS will be impacted as far as age related points are considered. But I don't think that 'd matter as your CRS will now be exponentially higher thanks to NoI (just make sure you don't fall below 67 in the grid).

Good luck and Happy Birthday! :)
